@RoshiNorix if you do this correctly it wont actually be installing it on C it will only think that its doing that, this is the point : p
everything still working as intended through multiple sessions and restarts
IMPORTANT: Uninstall any and all store apps in ModifiableWindowsApp and shut down any running apps running out of ModifiableWindowsApp
Additional note: This will likely not resolve any NP errors, those are related to Gameguard
Step 1: Install something, anything from the microsoft store to C : this is just to establish the directory structure of C:\Program Files\ModifiableWindowsApps ( you probably already have this directory )
Step 2: Download https://sourceforge.net/projects/symlink-creator/ its a tool that will let you trick windows into thinking its writing data to (C:\your directory here) but in reality will be writing to wherever you tell it to with this program
Step 3: Run the tool as an administrator and in the top drop down box choose "Directory Symbolic Link (/D)"
Step 4: In the (Source Target): box press browse and select the folder ModifiableWindowsApps in C : at C:\Program Files\ModifiableWindowsApps
Step 5: Go to the drive you want the game to be installed to and create a folder named "ModifiableWindowsApps" in that location, if you already have one there or some version of that, delete it.
Step 6: In the Destination (Link): box select the folder ModifiableWindowsApps on the drive where you created it in step 5
Step 7: Click "Create Link" at the bottom of the program and confirm the next window that will ask you to say yes to replace the folder.
Reinstall PSO 2 and create a shortcut to the game by dragging the app icon for PSO2 to your desktop or wherever you want and launch by that link as administrator from now on, and you should not have anymore issues.
Please note that using PSO2 tweaker while using this method will likely break your game and will not work anyway

I had the same thing and resolved it, Np 1013 means that GameGuard is being tripped by either a running process or program or executible present on your machine
you may be able to resolve it as I did by typing the phrase msconfig into your start bar and hitting enter, then on the menu that appears click on the tab labeled "services" at the bottom of that tabs menu you will see a new empty box that reads "Hide all Microsoft services"
You must click the empty box so that it has a little blue checkmark in it, the list of services should become much smaller
The ones I have confirmed are fine are "Nvidia display container LS" and "AMD Dynamic Local Mode Service"
Turn every other service off
Now click the Startup tab and click the blue text that says "Open Task Manager" on the menu that appears disable the following
"Java Update Scheduler" "Realtek HD Audio Manager" "USB 3.0 Moniter"
There may be others you'll have to test with your own available processes and services
LEAVE THE XBOX services alone obviously as those are required to play PSO 2
Discord is fine
Windows Security Notification Icon is fine
Disable windows defender its self as completely as possible, it will interfere with the game and is terrible anyway (done through the windows defender menu)
Also delete any game trainers or memory editing programs you might have even if they are completely unrelated or are just sitting in folders or even rar files and uninstall and delete cheat engine if you use it for anything
Steam its self can run fine along side the game without issues as of right now, please be aware that there is a single one time nag screen from steam after doing the above, just confirm, steam will still work
I can also confirm NVIDIA RTX VOICE does not cause any issues
BIT DEFENDER MAY CAUSE ISSUES SOMETIMES ( an antivirus program )
I felt the default icon displayed for the game when placed on the desktop was microscopic so I replaced it with a much bigger one
