It's literally ridiculous that this has still not been fixed, after all this time. Right now we're all just in possession of tons of PSO2 outerwear fashion items that are absolutely useless because of it.
I've found that the system is not explicitly explained, but if targeting is set to 'where character is facing', and the right analog stick is what you're using to cycle between targets, moving the stick left or right has a higher probability of moving the target to a different enemy, whereas moving the stick up or down will tend to cycle your target across the different points on the same enemy you're already targeting.
Can you all reply here again and say whether you have 'surround' turned on or not? Some are theorising that this glitch manifests itself faster if you don't have 'surround' turned on.
Frankly, no one should be running Windows development builds on a PC that is intended to be used in any serious way to do anything. It would be beyond optimistic to expect that nProtect GG would work on an operating system that hasn't even been officially released yet.
People should not be on the Dev channel in the first place.
