Yeah I for one would really like some real updates from the dev team on this. Because this is just out of control. This happening once, would be bad, but I've had it happen twice now, and Windows wants to ram another update down my throat, which will likely trigger the store to do it AGAIN.
Enough IS enough. The west has waited a very long time on this game, and I respect that MS paid to help with the sponsorship getting it here, but while the game is fine, there's a lot of technical backend issues that need resolved with this, and they need to stop being swept under the rug.
First off is of course, and especially with an MS partnership, I would think Sega would have better access to MS than this: They NEED to fix the store problems. The uninstall problem, and the need for all these reinstalls MUST be figured out, this should be top priority, over any game content updates of any kind. I will also add that, not to be snarky even more here, but after 2 reinstalls myself, and likely another one coming today, if I choose to bother a third time... This is going to tank the game's population and it's income. People are not going to keep putting up with this forever.
That's besides the fact that this is causing wear on people's hardware reinstalling so often, hits to bandwidth caps, and not to mention the "stolen" space the store holds hostage every time you uninstall it either because you're leaving, or because you have to reinstall.
While these are mostly MS problems, there are other technical things too: It doesn't surprise me that anyone had issues with Avast on this game before, because nProtect GameGuard is a piece of crap, it doesn't help against real cheaters on any game it's ever been on, and it's effectively a rootkit, it's similar bad cheat protection that the PC gaming community in the west has been complaining about on upcoming games like Valorant. But in any case, it always is, and always has been, a terrible piece of software. It interferes with regular system processes, it can cause BSODs (which it's done to me multiple times.) One of my own BSODs specifically for this game (and I know it is, because JP players have been complaining about that exact one for years) actually took my PSO profile for my Logitech mouse/keyboard software and deleted all contents of the file. It wasn't even open in a writing mode during the BSOD so logitech's software should have done that. I've had enough bad experiences with GG in the past that I have a hard believing that it's not the source.
I'd also like to add, that past initial installation, the game should not be asking for admin privs every time the game starts. This is security 101. We've been doing UAC on Windows, since Vista came out. Microsoft has blatantly set guidelines to not have user-mode apps running in admin mode for over a decade now. This game is not over a decade old, and it shouldn't be using both a cheat protection solution that old, or even requiring admin privs after the initial installation each time.
I'm not trying to sound belligerent here, but personally after two reinstalls and waiting on this game since release in the west for a very long time, I am a bit critical of this poor launch. While the content in game is fine, the technical backend of it all is harassing so many players. If you look at the forum, 90% of the posts are related to the Store botching installs/uninstalls/reinstalls. This needs to be cleaned up Sega. I love you guys but I don't want to see this crash and burn in the west quickly like the last two PSO titles. So please, please, fix this, sooner than later. I would be less worried about this is PC had had an actual beta, not doing one was a huge mistake, also it's been almost a full month since launch, excuses are getting harder to keep at this point imho.

I may not know a whole lot about Phantasy Star titles, or even this game itself, as I had not heard of it till it finally became available here in the west, and I was all revved up and excited to play it.......only to be rail roaded by these unacceptable issues, I even paid money for the Collaboration Edition so.....yeah I'm very mad.
And while Tweaker certainly provides a way to get around this issue or at least bring much needed stability......it doesn't change the fact that it basically forced someone as nice as Aida Enna here to have to make the Tweaker program in the first place just so the game would function correctly, it's very telling when someone completely unaffiliated with the dev team of a game, has to do something themselves to fix what the Dev Team clearly refuses to fix, as you said, this has been an issue for a full month and all they've cared about doing is churning out more content rather then making sure the game ACTUALLY works with the launcher it is linked to, and they haven't done that, this is as much on SEGA as it is on Microsoft.
SEGA, Microsoft, I will make this clear, if the PLAYERS of a game have to take time out of their lives to create a work around to fix problems FOR YOU, then you ought to be ashamed, this is dishonorable, even if the players of this game are happy to create a third party program to work around the problems, it is still a negative outlook upon YOU guys because you didn't lift a finger to DO anything about the issues and seem to care only about content patches rather then fixing the issues that make the game essentially unplayable., shame on you.
