I don't doubt there are people with hundreds of millions of n-meseta to play around with since I have a lot myself and I'm pretty sure I'm a small fish. I was monitoring obvious RMT listings for a time early in the game and regularly saw items listed for massive amounts of N-Meseta. I know they were being bought too, because I sniped a few myself by listing the same items at the same price (NGS doesn't tell you what user's shop you're looking at) and had a few of mine actually sell. I stopped after that because I was scared I would get flagged for RMT myself, but even now I sell stuff for 5m+ pretty regularly.

I'm gonna buy the whole supply of the most expensive scratch items on the final day and resell them at huge mesetas
I mean this will probably work, provided you wait at least a few weeks before selling. Even though you're probably just joking...you'll likely get a better return on buying mid-priced cosmetics, since a 500k accessory is likely to reach 1.5m+ (and higher) long before a 5m hairstyle reaches 15m+. My guess is more people are buying those accesories to actually use and supply will dwindle faster while the more expensive stuff has more speculators trading the same item around for a longer period of time before it's finally consumed.
They should probably have some kind of limit on buying stuff just to flip later. I don't know if that would mean buyer's aren't able to relist after purchasing from the initial scratcher or what. Until then, it's the best way to make money, unfortunately.
