Isn't that the case already on PSo2 though? I've seen people complaining about items being untradeable on these very forums a lot.
Also PSO2 really is the only game acting upon these. Wargaming (Wolrd of tanks, Warships and Planes) also use lootboxes in their cash shop and as event rewards, and are perfectly accesable over here, no problems at al. Both on and outside Steam. True the direct contents can't be traded, but people can buy them in the premium shop with RL cash and gift them to someone else, so the link between real cash and the gambling part of the box still exist.
SAO Lycoris has in game tickets as quest rewards, usable in a gacha. It does seem to have some cash shop relations, but as of now the Lyroris cash shop functions aren't available yet so I don't know how the two exactly interact. Still the game released just fine.
And even if they can't change the law, they can make changes themselves. Being creative isn't a sin you know. Even if something in the past worked best, obviously times have changed, maybe for some countries more as for others. The way they treat the situation atm is just bordering on discrimination (the social kind mostly negative in nature, not the scientific kind.)
