Are AMD processors not supported at all or just the older ones?

That feels like some pretty solid evidence to me! That's unfortunate for some, hopefully not too many, players.
The CPU must support AVX and yours does not, so you unfortunately won't be able to play NGS or even PSO2 when it gets the graphics update
While I am not denying this could be a possibility (the base PSO2 not working), it hasn't been confirmed. NGS requiring AVX is right though.
@Zengo You seem to be spouting a lot of nonsense for something that is speculation for now.
Okay, I understand that the prizes are entire "SETS" of cast parts (which is cool, ngl) but it still is a little disappointing that I can't 'try on' the stuff. It would have been better if they just showed each entire set on their website instead of each part.

They write that because whoever is in charge of communications is terrible at their job and needs to be fired and replaced ASAP. I've rarely seen a franchise with such awful communication. It's a serious problem and it would be good for them to address it. Not holding my breath on that one though.
Honestly just adding the word " series" would of made better sense. (In addition, this weapon series can be changed to...), but what can you do.
In theory they could hire someone competent to replace the room full of monkeys banging on typewriters they currently employ. But that would make sense so...

I guess it couldn't hurt to ask Steam again if you are cleared to make purchases. Also, probably do what @odnoliub did and keep trying to login to PSO2 daily (although it looks like it still took a few days after Steam cleared @odnoliub account before he could log into PSO2).
