You probably got flagged by Steam for doing something and your account's being checked up on.

If the permit has not been unlocked by a character with 2 level 75s, you can't use it on other characters yet.

Try submitting the ticket in this exact order.

  • Log off completely from the PSO2 website (Might as well clear your cookies too).
  • Select "Support"
  • Select "Contact us now"
  • Select Epic Games

@UnknownShadow This is incorrect. Steam has a 24+ hour waiting period to prevent fraud.
