Let's be real here. Most people just want to create their lolis and just use "discrimination" to make a better argument.
One of the best things about games like this is being able to create a char that looks the way you want them too - be it something more serious, or just something that you like looking at. The JP version has shown us the possibilities in creating characters, so we obviously expected the same. I was really looking forward to creating a loli and no life-ing this game once the EN version released.
But not having the same character creation options is a massive disappointment.
Games like this (artstyle, mechanics and it's age) live thanks to their niche audience. Not having all options is a slap to the face to the people that wanted this game for years. At the same time, it opens questions about potential further censorship in content that has not been released yet.
Right now I do not see any need to play this version of the game with this issues. It's a inferior version to the original. What's so hard about just taking the game as it was and releasing it in the west? THAT is what the fans wanted.
