I don't even get an error. I hit the button to get the launcher going, and nothing happens.
But yes, the file is likely read-only because Microsoft Store likely encrypts it to prevent us getting to the launcher without using the Microsoft Store. Or they REALLY screwed installation file settings.
They are likely going to need their own uninstaller program to fix this and patch both the Microsoft Store side AND the PSO2 launcher to fix this. The files on disk get locked out of permission and/or cannot be decrypted because Microsoft doesn't want a way for us to install the PSO2 launcher without Microsoft Store. Reboot your computer and if you still have file and program access to the game, congratulations, you've beat a good chunk of people that can't get in after doing so.

Yup, give yourself access on the base of the drive in "My Computer" and manually delete the files, and wait probably 2-6 weeks before trying again after they post that they've taken care of the issue.
Something between the Microsoft Store, the files on the PC, and the PSO2 Launcher aren't communicating properly, and the lockout on the files is probably Microsoft trying to prevent installs without using the Microsoft Store. With something of this size, it's going to take a few days before the right people see this issue, and a few weeks to work out what's wrong and still keep exclusivity to Microsoft.
I know Microsoft helped you out, but this game was in English text 4 years ago, all it needed was server support for downloads and gameplay. You couldn't work out a deal with a certain vaporous competitor that works ALMOST seamlessly with an "ultimate imagination dozen plus two" game and launcher?
Probably going to need to build up noise for Microsoft and Sega to team up to build an uninstaller tool, this stuff is nasty and the average person isn't going to be able to remove it. I can't tell if the PSO2 launcher and Microsoft Store don't communicate to each other properly, or if it's something with the installer locking us out so we don't distribute the game without going through the Microsoft Store, but it's probably going to be 2-6 weeks before we can do anything normally.
It's something with Microsoft Store, PSO2 Launcher, and the game file folders requiring permissions/unlocks from Microsoft Store to run. Something that could have been found in a beta test, but since it's been running in JP and SEA, they didn't think they'd need to test the interactions of adding Microsoft Store on top of it all. I got enough permissions to delete the files manually, but not enough to get it running after a reboot. So, never turn off or reboot your PC and pray it never crashes if you want to keep playing until a patch fixes all this mess. Both times I installed and rebooted my PC, the launcher doesn't open when I press the button to play. The computer just sits there, and then it's the whole locked out of file folders without adjusting permissions, and even then they still say you don't have proper permission or the proper encryption codes (something along the lines of decrypting it to play) to run the game.
My issue is I can play just fine after installing, but once I turn off or reboot my system, the game data is locked away and no security setting is allowing access to the files. I press the button to launch PSO2 launcher, and nothing happens. Even if I can get into the folders with the EXE files, every one requires encryption from another source that the files do not seek out, or they say I don't have permission to access the game. Either way, everything works fine gameplay wise until I shut down or reboot my PC. Once I do, uninstall from the program directory in Windows doesn't work. I get that Microsoft helped you bring PSO2 over to the US (even though SEA had an English translation 4 years ago) but whatever your unison is between the Microsoft Store and the PSO2 launcher is, it is breaking the game file permissions and orphaning 60+ GB of files PER INSTALL if you don't figure out how to manually remove them (luckily I have some knowhow and am able to reclaim space on my SSD). This is beyond urgent or even critical. Figure out how to get better handshakes between Microsoft Store and the PSO2 launcher or this is DOA.
