Banning mention of a website won't work - domain names and hosting are incredibly cheap, and they can just move their site if one gets blocked.
Putting level restrictions simply harms the player base that isn't breaking TOS, and does little if anything to stop the gold farmers
Additionally - it's very presumptive to think they're using bots for everything. Just for a quick primer on what it actually means to deal with gold farmers, understand why they are so persistent.
In China, the act of farming and selling in game currency is a recognized industry - such businesses are referred to as "play-money workshops", often employing sweatshop style labor - as in, a lot of very cheaply paid labor.

Attempts to stop gold farmers will be met with the determination of several companies who's sole product is in game, and a desire to stay in business. This isn't something that can be taken lightly, or easily fixed. About the best success I've seen, is to go directly after their profits - Blizzard did this by directly selling gold via tokens, which forced a number of RMT companies out of the game when they couldn't compete with the lower prices.
As a start atleast, what worked for PSO2 JP should work fine for PSO2 Global. A lot of these operations are fairly low tech, the only ones that would remain are those with the technical know-how to get around an IP Ban - and given a lot of these are just sweat shop style ops, you cut a lot out of the picture when you do this. You will never fully be rid of this problem, but you can bring it down to more manageable levels.
If one were just wanting to level, it'd be faster to just run VH over and over - the boss centric ones especially like Dark Elder's hands where it's over crazy fast, and the time to restart and go again is even quicker.
That EXP piles up, and you don't need outstanding gear to be useful in them either
@Fester Our in game economy is still fairly new, as time goes on we'll be heading towards similar item costs. In just a few months, Ship 2 has seen the cost of parts/outfits/outers with SG on them shoot from around 100k to almost 600k - and may just pass 600k by the end of tonight.
@GM-Deynger Take a page out of other successful MMO's playbooks, and do something like a live letter, a Q&A stream, something to show you aren't just saying you're listening, but are responding to your playbase. I can't help but mention that the same was said about the issues with MS store - and we have no clue where you are in working on that. I just had to reinstall this game for the umpteenth time - and now you want me to open my wallet back up for not just the 2016 scratcher, but also the 2019 scratcher? With FAR less time to play for either's rewards?
I gave you the benefit of the doubt and almost 1000 SG - all I feel like right now is that I was played for a fool as I learn more about how this is handled on PSO2 JP.
Understand that if you want to actually sell these kinds of things in the future to me, to get me to open my wallet for SG the way I do for AC? You need a better value proposition in how you set things up. This scratcher lacks most of what makes AC scratchers appeal to me.
The fact that you took two scratchers and mashed them together. The fact that you are giving us drastically less time to play this scratcher than PSO2 JP had to play theirs. That on top of that generous play window, JP players had multiple ways to earn SG... compared to that, you handing out a paltry amount of SG in a campaign doesn't make up for that. That SG feels like it's better spent on anything but gambling given how valuable it is on PSO2 NA right now.
And I know full well you're turning AC items into untradeable SG items - that needs to stop. If your fresh finds shop atleast ran off AC, or AC and SG - I'd be far more willing to put even more money down.
