Materials drop on the 10th stage of the solo Extreme Quest Elite Training: Tainted Border, and you need the "Ace of" sticker for +19 -> +20 which drops from the 10th stage of the solo Extreme Quest Elite Training: Heaven & Earth.

another thing the material that will drop is from the class you used to do the extreme quest, however all valor emblem have the exact same bonus
