How do people have the lightning/electric charge around the character? What item does that?

It is an Aura. I think it was a log-in reward or something

Yeah, it was supposed to be rewarded at first login, you can redeem it at the Visiphone.

Yes, these should be fixed now. Go to the visiphone terminal (usually next to storage terminals) and go to Campaign rewards. Check all three options.
