Maybe they made this 2-week mission pass to cope with such cases in the future.
I don't understand how that fixes an enduring problem from the past?

I hate it when one of the requirements is rappy slot PSE thing.
Casino stuff should never be a requirement.
Rappy PSE Burst really isn't that bad. It might take an hour if you're unlucky. They could easily do some pretty mean things with Blacknyack, Mesetan Shooter, Arkuma Slots or Lillipan Roulette if they wanted instead.

Also, since you do not get double stars for dailies, so you lose 7 tiers just from dailies and another 2 tiers from rappy slots.
Tier missions' star gain is more than doubled. Normally they give something like 75 stars per week in total, this week they give 170. It basically counts as two weeks of tier missions and half a week of daily/weekly missions, so it still doesn't entirely make up for the omissions but it's better than nothing. If next week is like this week you could do all the tier missions and hit tier 35 without any dailies or weeklies.
Cramming all the points into tier missions is probably more friendly than doubling dailies in particular. One unavoidable hit of reducing a season to 2 weeks is the reduced ability to miss days, but since tier missions last a week it's better to load the points there than daily missions people can miss and be heavily affected by.
TLDR if you want to aim for tier 35 (presuming this exceptional season has an over run) you need to aim for tier 18 by the end of this week to be on track. If you do most of the dailies/weeklies as usual you can safely drop 2 tier missions. It's a little less forgiving than usual but nothing harsh.
