I have a 14* Xien no Benirenge and Oath of Violet Flame is not casting deband at all. Nothing I do will have this weapon cast Deband Is this a bug? Is there a special condition I have not met?

You need to have Deband learned for it to cast it, even if your class can't use techs normally.

It's the same with the jet boots and Shifta/Deband on Bouncer (even as sub-class.) For anyone wondering why their jet boots PAs / Photon Arts may also not be working.
