So we all suffer from those annoying $$$ for Meseta messages from bots. Without any proper measures being taken, this problem is only going to continue to exist in NGS. Because NGS will allow for cross play with PSO 2, characters made in PSO 2 will easily still be around. However players, and characters for NGS will have to create their accounts. Why not make a longer and harder authentication process or some sort of account link? Maybe setup a PSO account that can be linked vi Gamertag, steam, pc that way it incorporates all platforms. This way people can't just create new emails or fake accounts, which would also be a lot harder to create, similar to how facebook does it.
If creating a new account for example requires more verification, passwords, etc, then this will halt some of the many many bots. On that note, consider that one person does make a valid account and makes multiple characters that they use for bot spamming. If these characters get blacklisted and reported and banned, then there should be suspicion that the account is a breach account and can be handled before it get's too bad.
Again this won't stop the vast amount of bots that already exist, and this also wont stop the market from suffering because of it, but it might spark some sort of counter measure before it gets to infect NGS as well.
