If I release the Phantom class with one character, will it be released to other characters or do I have to reach level 75 with that other character to release?

In JP, the unlock is account wide.

If you unlock it, all characters in your account will have it available.

So unless something changes from JP>NA, it should be the same here when they release.

Doubt this will be changed and it should be account wide since in JP servers it was always that way from the start with the first requirement since it is locked behind a title that you got and the title would apply to all characters in the account like all titles do.
