@Lintaur Yep. At least in my humble opinion, that's an implied sex scene. We can agree or disagree if that counts as a full statement that the characters did such a thing or not. But still, something was shown. Take the PS2/PS3/PSP God of War games for example. The dev making those qte scenes made them in such a way that very few can think the characters are not doing anything else. You don't get the view, but you get the sounds and the rest of the environment for it. They are more in your face than the black out screens in other games, and it is why I see them as sex scenes regardless.
Now, the fact that no front crotch genitalia nor the actual action involved is shown, allows the game to use a less strong rating regardless of what's implied on screen, shown or not. But in the end, the dev made it strongly to look like a sex scene played, even if no actual resources were used to make it behind whatever the camera points at (you will most likely see the characters just standing there or not even shown if you modded the camera view, unless you want a repeat of Hot Coffee!). But a game can go as far as to show what can be shown in an R rated movie, and probably still get an M rating instead of AO.
Now, since I haven't played Witcher nor GTA, but I know both have implied sexual situations, I can only assume the scenes there, if any, are pretty much around the same nature if not either tamer or more intense.
