To make it simple and sweet, the website announcement says some clothing items on the Mission Pass (Zelsius, Zamlord, etc) are equippable to all races, but in-game they exclude CASTs. Is this just a typo on the website or game's part?

In-game descriptions are correct. If they say non-CAST in-game, CASTs can't wear that outfit.
