It always moves. The last two times I found it was high on a wall and on top of one of the arches. Balloon rides for the win.

Haha yeah I took the magical balloon for a ride but no luck. There's always tomorrow. I'll post if I spot it then.

Just looking on another well known site, there's supposed to be ~25 locations and they change from ship and block so hard to point someone in the direction

It's based on what block you're in. Similarly, what enhancement NPC is based on what block you're in. (As well as what Sakura Wars armor unit you have in the shopping plaza.) They will always be in the same place on the same block.
