My brother was playing PSO2 originally on Ship 1 during the beta and release. Once PC came out he made a new character on Ship 2 and once finishing the entire story he noticed he had 0 creator's emblems. He checked the title counter and obtained all the rewards from every title possible after finishing the story and still nothing.

Was he not supposed to get anymore creator emblems or is this a bug?

Creator's Emblems are only renewable from Client Orders that Zig gives. Which aren't in our version yet, as it requires crafting.

Also, story quests are completed account wide. Example, with my alt:
