Is it possible for a Hunter to have a drone (dont know the PSO precise term) or pet? Is it level based to gain access?

If you mean a Mag (the small robots that fly over your shoulder), then you get one from the NPC Cofy once you hit lv5.

Only NPC AI Partners. Only Summoner gets a pet. But Phantom can deploy a temporary turret with a certain weapon.

Mags have extremely limited functionality in comparison to Summoner pets and Partner Card AI.
