While in the tutorial dialogues for "Editing Your ARKS ID" I clicked on the Online Manual link. (Because this is the first dialogue I've seen that actually says you can click it, I had assumed I couldn't on Xbox One). Doing so opened the Edge browser, which displayed a bright red page that says "This website has been reported as unsafe Hosted by pso2.com".
It you click "More information" you can choose to continue anyway, but its not a good user experience, and some people may not be comfortable choosing to continue anyway.
