I was looking around a bit, and I don't think I could find a clear answer for this. I know people have troubled redeeming their codes but I don't even get the option too, I see the sea of theives, smite, and world of tanks perk in the game pass but not PSO2. Anyone else have this issue? I'm NA so it should be appearing. I'd just contact Xbox support but they make it almost impossible.

If you just got the Pass, you have to wait until March 31st to get the perks.

I've had it since November, but I guess I'll try waiting.

It's not about when you got Game Pass, rather whether or not you redeemed the PSO2 perk while it was available. If you missed the window when it was working before it got taken down, then you just need to wait until the 31st to claim the new version of it.
