Labelled as part of the 20th Anniversary event but also concurrent with the launch of SG Collection on JP, they had a 30% discount campaign.
This discounted the SG Recycle Badge cost of all the permanent items in the Limited-Time SG Swap Shop (excepting those that already cost 1) by the closest number to 30%, for three weeks. Machine translation on the right:

This means JP was able to get a choice ticket on SG Collection with 17 scratches rather than 25 which works out to a 32% discount. (Also that they were able to put SG Recycle Badges from previous sets towards a choice ticket in SG Collection, but that's sadly probably impossible for Global now.)
In the interest of fairness (and considering Global has historically always been given an extremely short straw when it comes to SG Scratch and SG in general) can Global get an equivalent discount sometime?
As Rewind: SG Collection still uses the Scratch Count Bonus format (unlike JP), this is tricky. If someone has scratched 20 of 25 ("5 Times to Go") and the bonus gets temporarily reduced to 17, what happens? Here are four ideas to handle this:
Idea 1: Reduce and increase (Bad)
At the start of the period, set the Scratch Count Bonus requirement to 17 and reduce everyone's Times to Go count by 8, but no lower than 1. At the end of the period, set the Scratch Count Bonus requirement to 25 and increase everyone's Times to Go count by 8.
This has efficiency loss and for the first choice ticket provides a benefit that reduces to nothing if they had 1 Times to Go at the start. But it'd still be a discount for all subsequent Scratch Count Bonus for three weeks.
It would also mean that - unless tracking was advanced enough to check for it - someone who had 1 Times to Go before the period started and didn't scratch during it would be raised to 9 Times to Go by its end, which makes things worse for them! So this isn't recommended.
Idea 2: Proportional adjustment (Less bad)
At the start and end of the period, set the Scratch Count Bonus requirement to 17 or 25 (respectively) and adjust everyone's Times to Go proportional to their progress. For instance if someone has 10 Times to Go before the start, they've got 40% of 25 scratches left. Adjusting it to 40% of 17 scratches would change this to 7 Times to Go.
This eliminates the first choice ticket scaling to favour those who had more scratches. It would also leave anyone who doesn't scratch during the period in the same position they started in. Both are firm benefits over idea 1.
Idea 3: Temporary SG Swap Shop exchange
Leave the Scratch Count Bonus alone and add Re: SG C Ticket to the Limited-Time SG Swap Shop for three weeks, costing 50 SG Recycle Badges each.
This would mean 50 scratches gives two Re: SG C Ticket via Scratch Count Bonus and 50 SG Recycle Badges that allows purchase of a third Re: SG C Ticket. Getting three tickets with the scratches that would normally only give two works out to a 33% discount overall.
This does mean Global players would need to scratch 50 times (spending 4000 SG!) to see benefit, which presents a barrier to entry that JP players didn't have to face. It also makes SG Recycle Badges earned prior to Rewind: SG Collection less rewarding than JP players enjoy as a permanent benefit (but at least better than nothing as is the present situation on Global). It may be a nice gesture to instead set the cost at 35 SG Recycle Badges to make up for both.
Idea 4: Temporarily reduce the scratch cost
Leave the Scratch Count Bonus alone and just make a scratch of Rewind: SG Collection cost 55 SG instead of 80 for three weeks. That'd represent a simple 31% discount (and also round to 5) that's probably easier to change both ways than adjusting players' progress or adding and removing an item to the SG Swap Shop.
All of these ideas would would allow a concurrent ~30% discount of other items in the Limited-Time SG Swap Shop to match the discounts JP enjoyed, and obviously I'm suggesting this takes place concurrently.
