Clothing layered/outfit system is convoluted

Apparently there is some sort of incompatibility going on between certain base clothing options. There are some base clothing that disables limb slider customization, and others gery out a bunch of options as well. I had to make more than one character to learn that "old" outfits are only given at character creation and cannot be chosen if going to Salon after character creation.

This whole thing needs to be seriously reworked. Whatever the old system carried over from PSO2 needs to be compatible with everything new coming from New Genesis.

They have already stated since pretty early on that any PSO2classic Layeredwear and Outfits will not be compatible with NGS-type bodies (and vice-versa). To emphasize that they will not be updating the existing assets, they have already begun to release separate NGS-body compatible versions of some PSO2classic costumes in Scratches on the JP server.

Well then the answer would be simply remove the classic version of the outfits that aren't compatible to the new system when the game officially launches to avoid mass confusion.

Except that being able to still use your old fashion was one of the big selling points of NGS, to basically assuage people that everything they have collected/spent money on over the years (1+ for Global, 8+ for JP) is still usable in NGS, even if they are not compatible with the new models. Additionally, you can still use the NGS models to go and and play in PSO2classic, so allowing the new stuff in the old game, but blocking the old stuff in the new game seems kind of pointless.

How about no, for all the people that spent time and money collecting outfits they wanted in PSO2. If SEGA wanted to, they could have launched NGS as a complete separate game, but their method of making it an add-on to PSO2 is to retain their PSO2 players and the incentive is that they keep all their cosmetics they gathered in the past.

In that case, they should give us one free NGS version of a classic outfit of our choice.
