That's not an Emergency Quest, that appears to be a special emergency trial.

This is what Urgent Quests look like in NGS. They are pretty much like pso2 Urgents except you can kill around the area before the time counts down.

Emergency Quests have been renamed to "Urgent Quests" on the Japanese side.
