One potential reason could be, from what I've read from other companies who have made similar decisions in regard to censorship or general design changes, is that Japanese and Korean companies are now "aware" that there's a group of people in western world who have a problem with lolicon/shotacon but don't understand "why" they have a problem with it. This is leading to situations where loli type characters are being aged up or removed entirely from completely SFW products where they aren't being sexualized at all and adult aged but small breasted girls being censored in full pornographic titles. They don't understand why some westerners are upset, just that "westerners are upset about loli characters" and are removing them in their entirety from a lot of products to avoid the possibility of social media backlash or more likely, future legal issues.
There's also a group of people who believe that lolicon/shotacon is illegal in some places right now and/or may become illegal in more places soon, and while that may be true, there's absolutely nothing in PSO2 that would get Sega in legal trouble anywhere in the world. The problems are: 1.) They look at those of us who want to play short characters in a video game as inhuman monsters who only exist to hurt children and think that no one will care if they bully us. 2.) They don't care enough to do the legal research to see that nothing in PSO2 will get them in trouble anywhere in the world, again adopting a completely heartless "who cares about a bunch of pedophile's feelings" mentality and thinking it would be easier to just say "screw you".
And society completely justifies them acting like that because that's how media has taught people to view pedophilia, who they're viewing all of us complaining as. "If you want to make a short character in this video game, that means you're a pedophile and if you're a pedophile that means you're a ticking time bomb who is going to ruin a child's life and that means we can treat you like dogshit and no one will care". It's a toxic mindset that comes from a place of bigotry and a lack of empathy at a time when everyone is screaming from the rooftops for understanding and tolerance of each other. It doesn't matter if you intend to make a character who looks like a child or not, or if you have those feelings at all or solely towards fictional depictions, that's the justification they're operating on.
It's awful. And this isn't me defending any sort of illegal act. This is me saying "being a bully makes you an asshole, regardless of who you're bullying".
While the popular retort to be used and to blame for the self imposed censor will be sexualization of x and y, it could be vastly far simpler than that. Many also forget a major one that is over looked. It could strictly be violence and how the shorter characters are depicted and aged. While only a handful of NPCs in game actually die, they are either shown as pure malevolent and out of the norm of "reality" aka the Gemini Twins - having a very chaotic but other worldly Shining feel to them to just plain cliche bad guys.
While yes, many other regions are a case by case situation on laws, statutes and regulations of all degrees it isn't just a singular aspect for the restriction. Global is that Global, not just JPN and Continental Americas.
Many countries have very strict rules on those under a certain age being in violent situations - and many said countries also have an indication that height is also correspondence to age in fiction - which sadly meaning short characters in their eyes will fall as child/teen etc in fiction - even if they are designed to be elderly like Happosai / Cologne (Ramna 1/2) ; be it games, books, media of any sort and have to follow some tight regulations to not get into hot water or to make any earnings from.
So we move to the Player Characters the PCs. Given the theme and genre and anime feel, the PCs are going to be automatically seen as 15-to-19 years of age (again, many other global governments see as 19 and younger is still a child, while many other see most 18-19+ as adults as long as they are not in high school.) So the PCs now, die, a lot. In story and through play. The PCs are subjected to all sorts of violence. Physical battles mainly, but also mental / psychological. So, seeing it as a Global game where there are more laws across the land of humans pertaining to violence.
It is safer to assume that this silly censor - no matter how passionate either side is, it is possibly more related to a common aspect law versus what a handful of forum trolls throw out to get threads closed. While yes, over sexualization is an issue in many areas, it is a theme that would probably get the game blocked in said areas (like many regions block the game due to Scratch Tickets) and it probably already has, versus what we already have for global. So in theory it would be safer to assume it is based on young fictional characters, both NPCs and PCs stuck in a very violent crusade to save the universe - and the more rounded heights are design to appease the global market as a whole to ensure that at least the PCs are seen and depicted as adults in said fictional world.
