I remember having my leg thrusters use to be able to glide across the floor. Do certain legs not have them or did I accidently turn off the thrusters?

They might be directly under the feet, CAST legs have the thrusters in different places, depending on the style or theme of the set.

In the salon, CASTs can select their movement type from walk/hover when they are wearing body parts. This option will become inactive when they are wearing non-CAST outfits. So as long as they are wearing CAST parts, they will be able to hover.
