I do think there is value in having a system that lets NPCs take the place of real players in otherwise empty spots but NPC partners are pretty much useless in their current state so they would have to overhaul the NPC partner system first which is something they should do regardless.
This is specifically why I said NPCs that can help and not just partners from the current partner system. Though, they can be helpful sometimes, I'm not sure how much that would be for Challenge Mode

Of course let people do it in a group if they want, but don't design anything with "teamwork" in mind as that just turns to "get people to join so me, myself and i can complete it with minimum effort to get rewards". I mean, I agree with this for most games (it's part of why I hate Raid systems) to just let people do it with how many they want and adjust the difficulty automatically/as needed and in general don't think there should be things set always expecting you to have a max group somehow.
But these modes are already there and so in those terms, I do think having characters/NPCs created specifically for filling in spots in these modes that need them especially when these are quests that need to be done for quest lists is at least some kind of fix unless they can adjust the difficulty based off the number of people in.
